Building #1 is a sanitary sewer lift station located at 1902 Tamarak Street. 

Lift stations move water from lower to higher elevations. Once the water is lifted high enough, it can continue flowing by gravity. About 700,000 litres of wastewater arrives here every day, from a large portion of Cold Lake North. The collection area spans from north of Highway 28/8 Avenue to west of 16 Street and to the M.D. Campground. There are two pumps inside this building that can pump 125 liters of water per second! The pumps alternate about every 10 minutes. The wastewater collected here is pumped about 3/4 of a kilometre to a manhole behind the hospital, where gravity then moves it to Building #4.
